In Vietnam, this item is not only produced domestically but also imported from many other countries such as China, Italy, Korea, etc. with many different types to optimally meet the needs of the market.

In order to properly determine import policies and procedures, it is necessary to first determine the HS code of the item.

HS Code for electrical cables

Imported electrical cables are classified and identified in the tariff according to their use and rated voltage, sheath material and whether or not connectors are installed.

Accordingly, electrical cables in general can refer to HS code of chapter 85.

Electrical cables with pre-assembled connectors for mounting and connecting in electrical equipment are the finished product or commodity of a manufacturing process. This goods is not regulated in Circular No. 22/2011/TT-BKHCN.
Imported goods on the List of Group 2 products and goods but managed by national standards, when importing, enterprises do not register for specialized inspection. However, quality inspection must be registered at the Sub-Department of Standards, Metrology and Quality of the province or city.
Electrical wires coated with insulators (non-PVC insulators) do not need to be registered for quality inspection according to regulations. However, individuals and businesses must announce product standards and label goods in accordance with regulations before circulating them on the market.

Customs dossiers for import of electric cables

To make a declaration of procedures for importing electric cables, enterprises need to prepare a set of documents including the following documents:

Sale contract; Commercial invoice; Goods packing slip; Bill of lading by sea or by air

Certificate of quality inspection to request to bring goods to the storage warehouse.

Steps to check the quality of power cables

Step 1: Submit application for quality inspection

To register for quality inspection, businesses can register through the National 1-stop portal at website: https://vnsw.gov.vn/. Or register directly at the Sub-Department of Standards, Metrology and Quality.

Note, for very few imported goods, enterprises can apply for an exemption from quality inspection.

After you have the registration number for quality inspection, you can make an official letter to bring the goods to the warehouse for preservation to avoid incurring container storage fees.

When goods arrive at the port or airport, they will report to the inspection agency to take samples for inspection. Sampling for quality control can be sampled at the port or at the importer’s warehouse.

Step 2: Test the power cable at the inspection organization

Referring to the safety issue in the new regulation of electric wire and cable products, a representative of the Standardization Department (General Department of Standards, Metrology and Quality) said that enterprises producing and importing electric wires and cables must comply with the law. Declaration of standards applicable to electrical cable products and announced standards must have at least 5 basic criteria:

– Conductor d.c. resistance
– Sheath thickness and insulation thickness
– Insulation
– Voltage endurance
– Tensile test before and after aging of insulation and sheath.
For unsheathed and/or insulated power cables, the criteria for sheathing and/or insulation do not apply.

Samples will be taken according to the applicable standard

PVC coated electrical wires with rated voltage up to and including 450/750V must comply with the provisions of TCVN 6610-1:2007 (IEC 60227-1: 1998);
Polyvinyl chloride insulated cables with rated voltages up to and including 450/750 shall comply with IEC 60227-3:1997;
Polyvinyl chloride insulated cables with rated voltages up to and including 450/750V shall comply with TCVN 6610-4:2000 (IEC 60227-4: 1992, Adm.1:1997);
Polyvinyl chloride insulated cables with rated voltages up to and including 450/750V shall comply with IEC 60227-5:2007.

Quality inspection time according to TCVN. Depending on the testing organization’s laboratory, it usually takes 2 to 3 days to get the test results.

The certificate of conformity is valid for 3 years (for modes 1 and 5) or for each batch of products (for modes 7).

Note:

Enterprises manufacturing and importing electric cables must keep a copy of the quality standards of electric cables used for publication and must provide them to competent state management agencies upon request.

The language of the Standard Edition is Vietnamese or English. If in English, an official Vietnamese translation must be attached. The enterprise must be responsible for this Vietnamese translation.

Commercial inspection

In commercial activities, electric cables, from the time they are produced to the time they are delivered to consumers, have to go through many stages (transportation, delivery, storage, etc.), which cannot be avoided. , errors, losses… leading to disputes between the parties involved in the purchase and sale contract.

Some common disputes are:

Errors in quantity, volume, quality, packaging, value of goods, origin, type of goods, condition, safety, hygiene standards, and other content as required of cutomer. (inspection under commercial contract)
Loss and causes leading to loss, division of responsibility, compensation level of related parties when goods are lost; (insurance loss assessment)

Time, place of delivery, transfer of ownership, risks to the goods … To directly prevent and have a legal basis to resolve disputes that occur quickly when goods are damaged or missing. , loss, damage, etc., the contracting parties often include in the commercial contract a clause to designate an independent, neutral, competent and reputable inspection organization to conduct the inspection and issue the results of the inspection. conformity in terms of goods quality, quantity and volume compared with the signed contract.

Step 3: Submit the application for publication of regulation conformity to the Sub-department of Standards, Metrology and Quality of the province/city where the business is registered.

When the quality inspection results are available, the importer or the sample inspection unit can upload the results to the national one-stop system. After having the results, the Sub-Department of Standards and Metrology will accept or reject the application for registration.

Within 1 working day, the inspection agency is responsible for certifying that the importer has registered for quality inspection of imported electric cables on the registration form of the importer.

Note:

Within 15 working days from the date of customs clearance of goods, the importer must submit to the inspection agency the results of self-assessment of conformity according to regulations. The importer must take full responsibility for the results of self-assessment of conformity and ensure that the electric cable conforms to the announced applicable technical regulations and standards.

In case the electric cable does not conform to the announced applicable technical regulations and standards, the importer must promptly report it to the inspecting agency, and at the same time organize the handling and recovery of the power cable according to the provisions of law. law.

Step 4: Clearance of goods and liquidation of declarations

After you have enough customs documents and goods quality inspection paper, you proceed to submit the customs declaration to the customs office. Then, they will receive, process and stream declarations according to the process.

After transmitting the declaration by software, you need to print the declaration together with a set of paper documents to go to the customs sub-department to register the declaration, depending on the result of the declaration classification as Green Stream, Yellow Stream, or Red Stream.

After checking the dossier, if there are no questions, the customs officer will accept the customs clearance of the declaration. You can now pay import tax for the customs declaration and liquidate the declaration

Labeling of goods with imported electrical cables

Mandatory contents include:

Name and address of the organization or individual responsible for the goods;
Origin of goods;

Labeling on power cables must meet at least the following requirements:

Signs of wire and cable identification include:

voltage level,
conductive and insulating materials,
cross section and code/category symbol;

Note:

Labeling contents must be indelible, clear and distinguishable;
The distance between the points of the beginning of one marking and the beginning of the next marking shall be as specified by the published standard.
If not specified by the standard, this distance shall not exceed 1,000 mm, or the distance between the end of one complete marking and the beginning of the next marking shall not exceed 550 mm.
