Wheat is one of the most commonly consumed cereal grains in the world. However, Vietnam is a country that does not belong to a climate zone where wheat can be grown, so most of the wheat products in Vietnam are imported from abroad.
In order to properly determine import policies and procedures, it is necessary to first determine the HS code of the item.
Wheat has HS under Chapter 10: Cereals
Wheat import tax
When importing Wheat, Enterprises need to pay taxes as follows:
VAT *- *.5%
Normal import tax 5%
Preferential import tax rate 0%
Regulations on importing Wheat into Vietnam
According to current regulations, Wheat is not on the list of goods banned from import, so the company can carry out import procedures according to current regulations.
Require exporters to fumigate goods before exporting, to avoid infestation by weevils
Imported wheat is subject to plant quarantine
Processed wheat that can be used immediately must make a declaration of food safety and hygiene, or wheat used for animal feed must be inspected for quality.
Classification of wheat import policies by use
Depending on the import purpose of Wheat, the import policy is adjusted
With wheat imported to be used as food for human consumption:
– Only allowed to import from countries that have registered and recognized by Vietnam for their food safety system are allowed to import into Vietnam. Look up the latest “List of countries registered to import and export food of plant origin into Vietnam” on the website of the Plant Protection Department: https://www.ppd.gov.vn/; or according to 906/BVTV-ATPPMTV/v, carry out inspection of imported food safety according to Decree No. 15/2018/ND-CP)

Enterprises prepare samples of wheat products and then set testing criteria based on standards (TCVN) of the product.
Testing wheat products at a center recognized/designated by the Ministry of Health or MARD
Wheat product testing time: 5 working days, counting from the date of sending the sample to the center
Receive test results to conduct product quality announcement
Self-declaration of quality or Inspection of food safety and hygiene of wheat products
According to Decree 15/2018/ND-CP, wheat is on the list of self-declared products. Therefore, before officially importing the shipment, we need to make a self-declaration of product quality, and then be allowed to import and circulate on the market.
