IMPORT TAX UNDERWEAR
When importing underwear products to Vietnam, businesses will have to pay two mandatory taxes:
– Preferential import tax
– V.a.t tax.
If importing from countries participating in FTAs with Vietnam, businesses may enjoy preferential tariffs when importing goods if they fully meet the conditions of the proposed agreement. Therefore, businesses should note this so as not to miss the offers they receive
– 100% new women’s underwear products are not subject to import ban or conditional import according to the provisions of Decree 69/2018/ND-CP dated May 15, 2018 of the Government, so Enterprises can carry out import procedures like normal goods.
– Used women’s underwear is on the list of used goods banned from import according to the provisions of Circular No. 04/2014/TT-BCT of the Ministry of Industry and Trade.
PROCEDURES FOR IMPORTING FINISHED Underwear to VIETNAM
STEP 1: UP CUSTOMS DECLARATION AT IMPORT IMPORT STATE
The basic set of documents on the declaration includes:
Contract
Commercial invoice
Packing slips
Bill of lading
Certificate of Origin (if any)
Enter the shipment information, then transmit the declaration and get the threading response.
STEP 2: CONFIRMATION ASSESSMENT BY NORMAL CERTIFICATE ORIGINAL (THIRD PARTY) OR CONTINUOUSLY ANNOUNCEMENT AN ANNOUNCEMENT (FIRST PARTY).
TH1: In case the regulation conformity announcement is based on the self-assessment results of the production and business organizations and individuals (first party), the dossier for announcing the regulation conformity includes:
Conformity announcement
Business registration certificate
In case an organization or individual announcing the technical-regulation conformity has not yet been granted a certificate of conformity with the management system standards by the registered certifying organization (ISO 9001, ISO 22000, HACCP…), the dossier of conformity announcement shall be Regulations of organizations and individuals must have a production process together with a quality control plan built

BRING THE GOODS TO THE STORAGE Warehousing AND COMPATIBILITY ASSESSMENT AND REQUIRED PRODUCTS.
Enterprises shall submit a certificate of registration of state quality inspection certified by the Department of Industry and Trade to the Customs office to bring the goods to the warehouse for preservation.
After that, the Enterprise notifies the certification body to conduct the assessment of the shipment.
TRADE INSPECTION
In commercial activities, underwear, from the time it is produced to the time it is delivered to the buyer and consumer, has to go through many stages (transportation, delivery, preservation, etc.), which cannot be avoided. , errors, losses … leading to disputes between the parties involved in the sale and purchase contract about: time, place of delivery, transfer of ownership, risks to the goods….
Some common disputes are:
Errors in quantity, volume, quality, packaging, value of goods, origin, type of goods, condition, safety, hygiene standards, and other content as required of cutomer. (inspection under commercial contract)
Loss and causes leading to loss, division of responsibility, compensation level of related parties when goods are lost; (insurance loss assessment)

CONFORMITY ANNOUNCEMENT

Enterprises bring the certificate of conformity with the conditions to the Department of Industry and Trade to get the Notice of Receipt of the Declaration of Conformity.
STEP 3: CUSTOMIZATION OF SHIPMENT, CLEARANCE OF DECLARATION.
Enterprises submit a full set of import dossiers (stated in the corner screen…)
and Self-Declaration of Conformity/Declaration of Regulation Conformity issued by the Department of Industry and Trade to the Customs to conduct customs clearance of the shipment.
