PROCEDURES FOR IMPORTING GRANULATED SUGAR (REFINED SUGAR) TO VIETNAM

Sand sugar is also known as refined sugar. Cane sugar is tiny white granules, easily soluble in water and has a deep (sweet) taste. Sand sugar is present in almost every kitchen of Vietnamese families, to make cakes, ice cream or other dishes. Treatment of acute illness such as hypoglycemia or occasional abdominal pain. In addition, sugar water is used to preserve fuel and keep the color of the fuel.

In order to properly determine import policies and procedures, it is necessary to first determine the HS code of the item.

HS CODE OF SUGAR FINE SUGAR PRODUCTS

The HS Codes of cane or beet sugar and chemically pure sucrose, in solid form of heading: 1701. However, for Refined sugar, the HS Code shall be 1701.99.10

IMPORT TAX OF REFINED SUGAR PRODUCTS

Preferential import tax is 40%.

If the enterprise has a C/O form D (from ASEAN countries), the import tax will be 5%.

Value Added Tax: 5%.

According to Circular 12/2018/TT-BCT, raw sugar is a commodity subject to the tariff-rate quota regime and must have an import license from the Ministry of Industry and Trade.

However, the Ministry of Industry and Trade has issued a new law, according to Circular No. 23/2019/TT-BTC stipulating the non-application of tariff quotas on sugar imports originating from ASEAN countries.

According to the Circular, from January 1, 2020, instead of applying import tariff quotas to goods (HS code 1701) originating from ASEAN countries, it will be applied under the Agreement on Trade in Goods and Goods. of the Government for the period 2018-2022 of ASEAN.
In addition, the amount of sugar imported from ASEAN countries is not included in the annual tariff quotas committed by the Ministry of Industry and Trade under the WTO.
This is one of the changed laws that give businesses the opportunity to import refined sugar to the country more easily.

ANNOUNCEMENT THE QUALITY OF FINE SUGAR ITEM

Announcement of the quality of granulated sugar, rock sugar, and jaggery is a mandatory legal procedure to be carried out at a competent State agency to legalize the circulation of products in accordance with basic Vietnamese laws. According to the Law on Food Safety No. 55/2010/QH12 and Decree No. 15/2018/ND-CP.

The process of announcing products of granulated sugar – rock sugar – jaggery

STEP 1: TEST SUGAR SUGAR – SUGAR SUGAR – POINT SUGAR

– Develop test criteria according to product regulations.

– Send test samples at standard units recognized by the Ministry of Health.

– Get test results then proceed to publish the product.

STEP 2: BUILDING DOCUMENTS FOR DISCLOSURE OF SANDARY ROAD – ROAD ROAD – NORMAL ROAD

Documents required to prepare:

– Product self-declaration.

– Certificate of business registration.

– Test results for granulated sugar, rock sugar, jaggery.

– Product label or product information.

– Certificate of food safety / ISO 22000 / or HACCP.

Other documents (if any): Contract, Packing list, Invoice, Bill of Lading, Official Customs Declaration (a true copy of the valid Company).

STEP 3: SUPPLY DOCUMENTS FOR DISCLOSURE OF SAND ROAD – ROAD SUGAR – NORMAL SUGAR

– After having valid test results and preparing complete documents, enterprises proceed to submit dossiers to authorities to register for publication of quality of granulated sugar – alum sugar – jaggery.

+ If staying in Ho Chi Minh City, apply at the Food Safety Management Board of Ho Chi Minh City

+ If in another province, submit the application at the Sub-Department of Food Safety and Hygiene for provinces and cities across the country.

– Within 05 to 07 working days, if the dossier is valid, the company’s announced product information will be publicly posted on the website of the receiving agency.

PROCEDURES FOR ANNOUNCEMENT OF QUALITY OF SUGAR SUGAR – ROAD SUGAR – NORMAL SUGAR

– Enterprises announce products of granulated sugar, rock sugar, jasmine sugar on their mass media or website or publicly post them at the head office of the enterprise and submit 1 copy by post. or directly to the competent state management agency designated by the People’s Committee of the province.

Immediately after self-declaration, enterprises are entitled to manufacture and trade products and take full responsibility for the safety of such products.

– Competent state management agencies receive the enterprise’s announcement for archiving, and publish the enterprise name and self-proclaimed product name on the website of the dossier-receiving agency. .

So businesses just need to wait for the results to finish. When the goods arrive at the port, you also submit the documents to Customs and plant quarantine.

PHYTOSANITARY & FUMIGATION

Requirement: Documents needed to transmit P Q S (PLANTS POSITIVE registration software)
Commercial contract, purchase and sale of goods
Bill of Lading (provided after the train runs)
Enter the consignment data, then export the PLANTS OF PLANTS REGISTRATION form from the P Q S software to forward it to the representative of the Rice Exporting Enterprise for signature and stamp. Then, bring the dossier to the plant quarantine sub-department to register for quarantine so that the sub-department can check the validity of the dossier.

Enter the shipment information into the customs declaration software (ECUS), transmit the declaration and get the threading response.

Bring the dossier to the customs office to register (in case the shipment is divided into yellow or red channel)

Take a sample of PLANTS & Fumigation (if any) and issue a certificate of PLANTS & FUNCTION (if any). Quarantine agency conducts sampling for PLANT CHECKLIST at warehouses, ports – where consignments are awaiting export. After taking the plant quarantine sample (required: bill of lading)

The time to issue a Phytosanitary Certificate for the consignment is within 24 hours from the beginning of the quarantine. Bring this certificate to supplement customs and clear the shipment

CUSTOMS PROCEDURES FOR IMPORT OF REFINED SUGAR

The basic set of documents includes:
