Chemical fertilizers are chemicals that contain nutrients necessary for plants to improve crop yields.
The main types of chemical fertilizers at present are nitrogen, phosphate, potassium, mixed fertilizers, complex fertilizers, and micronutrients. Fertilizers contain essential nutrients to help plants grow quickly, carry high productivity again
In order to properly determine import policies and procedures, it is necessary to first determine the HS code of the item.

FERTILIZER IMPORT TAX
When importing chemical fertilizers, enterprises need to pay the following taxes:

PROCESS OF STEPS FOR IMPORTING FERTILIZER
Step 1: Check before importing, if the fertilizer is not on the list of circulation, it is necessary to get the circulation recognition (must complete the fertilizer test for the first time to make the recognition for circulation).
Step 2: After obtaining the certificate of fertilizer circulation, the next step is to register for quality inspection (KTCL) of imported goods at the national one-stop information portal and wait for the number to be received from the Department of Plant Protection.
Step 3: Select the unit to take quality samples and announce the regulation conformity.
Step 4: After receiving the number received from the Plant Protection Department, declare the import declaration, register for quality inspection samples (at the port or at the warehouse) & commercial inspection
Step 5: After obtaining the certificate of quality and conformity, submit the original to the customs for customs clearance and collection of consumables.
TESTING FERTILIZER NEED TO TEST US
Fertilizers that are first recognized for circulation or re-accredited in Vietnam must undergo this test, except for some of the following fertilizers that can be recognized for circulation without testing, such as:
Organic fertilizers, traditional organic fertilizers: such as garbage, green manure, manure…
Single fertilizers: such as nitrogen fertilizers, phosphorus fertilizers, potassium fertilizers …

STEPS OF TESTING OF FERTILIZER

c) The original report on the results of fertilizer testing (made according to form No. 02 or results of research projects and projects at the State, ministerial or provincial level and with a decision on recognition of technical progress)
d) Sample of fertilizer label in accordance with the provisions of Article 33, Article 34 of Decree 84/2019/ND-CP.
Step 2: Verify your profile
Within 03 months from the date of receipt of a complete and valid application, the Plant Protection Department shall organize an appraisal to evaluate the application for accreditation.

If the application meets the regulations on fertilizers, the Plant Protection Department will issue a Decision on recognition of fertilizers circulating in Vietnam according to Form No. 03 in Appendix I issued together with Decree 84/2019/ND. – CP.

After completing the testing and recognition of circulation, enterprises can officially import fertilizers into Vietnam.

PROCEDURES FOR QUALITY QUALITY IMPORTING FERTILIZER:

The regulation conformity announcement is based on the results of the regulation conformity certification of the organization competent to certify the regulation conformity. The Department of Agriculture and Rural Development shall notify in writing the organization or individual announcing the regulation conformity of the receipt of the announcement according to the form specified in Appendix 15 issued together with Circular 55/2012/TT- BARD.
Within 7-10 working days from the date of receiving the dossier for announcing the regulation conformity, if the dossier is complete as prescribed. The Plant Protection Department issues a notice of the results of state inspection of the quality of imported fertilizers to enterprises.
