Procedures for importing corn for animal feed to Vietnam

Currently, the productivity of planting corn, soybeans, etc. to make animal feed for livestock in our country is still low, but the production cost is high, as well as not meeting the demand for raw materials for feed production. breed. Therefore, corn kernels used to make animal feed in our country are mainly imported from abroad.

According to the list of traditional animal feed ingredients in Circular No. 21/2019/TT-BNNPTNT, corn kernels for animal feed ingredients are of plant origin and are allowed to be imported into Vietnam.

When importing corn kernels, enterprises need to pay the following taxes:

In order for the enterprise to enjoy the preferential IMPORT tax rate, the enterprise needs to request the exporter to provide the C/O of the shipment in order to enjoy the preferential import tax under economic agreements.

PROCEDURES FOR IMPORTING COLORS

Thus, the procedure to IMPORT corn kernels for animal feed is as follows:

Step 1: Check if the manufacturer is eligible to export to Vietnam?

Enterprises can search on the website of the Plant Protection Department. In it, there is a list of enterprises of countries eligible to export to Vietnam.

Step 2: Make the customs declaration at the import border gate.

Documents required to make a declaration include:

Pass the declaration and get the threading response.

Step 3: Register for plant quarantine (Before the date the goods arrive at the port of destination)

Maize products are on the list of goods subject to plant quarantine under Section 11 of Circular No. 15/2018/TT-BNNPTNT dated October 29, 2018

First, the enterprise declares the phytosanitary shipment information on the PQS software, then uploads the quarantine dossier to the national one-stop system, including:

Imported plant quarantine registration certificate.
Phytosanitary certificate issued by the exporter.
Bill of lading

Commercial invoice
Goods packing slip
Wait for additional amendments until the application is approved.

After having the registration number, the enterprise submits a hard dossier to the regional plant quarantine sub-department.

The Plant Quarantine Sub-department will receive and check the validity of the dossier.

Step 4: Do the State quality inspection of animal feed

For imported animal feed, the product quality inspection is carried out according to QCVN 01 – 190: 2020/BNNPTNT – on the National Technical Regulations for animal feed – MAXIMUM CONTENTS ALLOWED SAFETY INDICATIONS TOAN IN ANIMAL FEED AND MATERIALS FOR AQUATIC FEED PRODUCTION – issued in Circular No. 04/2020/TT-BNNPTNT and TT 08/2020/BNNPTNT.

Dossier for quality inspection of animal feed includes:

The quality inspection agency conducts certification of dossiers, takes samples for analysis and issues certificates of conformity.

Step 5: Carry out the import procedures for corn kernels for animal feed at the customs office and take samples for testing

Depending on the classification of declarations, enterprises submit dossiers to the customs authority. Then inspect the consignment at the port – notify the inspection agency to carry out sampling for phytosanitary and quality control for animal feed of plant origin.

Animal feed will be tested according to method 7 – Testing and evaluating batches of products and goods.

Step 6: Issue phytosanitary certificate and quality inspection certificate

Step 7: When there is a quarantine certificate and quality inspection certificate, complete the dossier and submit it to the customs office, the receiving customs authority to clear the shipment.

Step 8: Print the declaration, barcode, delivery order, contact the port to receive the goods.
