Procedures for exporting wood pulp

Wood pulp is a product made from wood such as acacia wood, eucalyptus wood, or some other wood. Wood after harvesting will be cut into small pieces and crushed into powder form. Wood pulp is a clean, renewable and biodegradable material. In particular, compared to many other materials, the cost to produce wood pulp is usually quite cheap.

In order to properly determine the import policies and procedures, it is necessary to first determine the HS code of the item.

HS code

Wood pulp of Chapter 44 – Heading 4405

The HS code for acacia, eucalyptus and pine is 44050020.

Regulations on export tax rates and HS code of wood pulp

Wood pulp products have 0% export tax, so businesses do not have to pay tax when exporting.

Regulations when exporting wood pulp are issued

Wood pulp products are not on the list of goods banned from export as well as restricted from export. Therefore, when exporting wood pulp, enterprises only need to complete all legal procedures according to state regulations.

Wood pulp made from acacia and eucalyptus trees is allowed to be exported

According to Circular 24/2017/TT-MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT, replacing Circular No. 24/2016/TT-MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT, there will be a list of HS goods that are natural wood and timber. sawn from natural forests is prohibited for export.

Wood and wood products included in the CITES Appendices must have a CITES Permit issued by the CITES Management Authority of Vietnam.

In addition to this list, plantation timber and processed products such as wood pulp made from acacia and eucalyptus trees are allowed to be exported.

Pursuant to Articles 7 and 8 of Circular 04/2015/TT-MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT dated February 12, 2015 of the Ministry of Agriculture and Rural Development providing for the export of wood and wood products:

Article 7. Prohibition of export

The export of timber and wood-processed products is prohibited in the following cases: Round timber, sawn timber of all kinds from domestic natural forests. Exporting for commercial purposes products made from wood in Group IA regulated by the Government (except for timber which is confiscated in accordance with current regulations of the State and the cases specified in Article 8 of this Circular) ) and Appendix I of CITES exploited from the wild.

Article 8. Export under conditions or under license

Wood and wood-processed products may only be exported when there is a legal forest product dossier according to current regulations of law. When exporting, the trader declares the goods to the customs office about the quantity and type and is responsible for the legal origin of the wood.

To export wood pulp made from acacia and eucalyptus trees, traders declare their goods to the customs office about the quantity and type and take responsibility for the legal origin of the goods, without having to ask for permission.

WOOD POWDER PLANTS FOR EXPORT FOR EXPORT

Because wood pulp is a forest product, to be able to clear goods, businesses need to have a phytosanitary certificate.

Requirement: Documents needed to transmit PQS (PLANTS POSITIVE registration software)
Commercial contract, purchase and sale of goods
Bill of Lading (provided after the vessel runs)

Phytosanitary procedures

Step 1: Export the application for plant quarantine registration with the shipment information entered from the PQS software to be sent to the consignee for signature and stamp.

Step 2: Bring the dossier to the Plant Quarantine Sub-department to register for quarantine

Step 3: Quarantine agency conducts quarantine samples

Step 4: After the ship runs, the bill of lading will be added to the Plant Quarantine Sub-department to issue and print a certificate of plant quarantine if the shipment meets the standards.

Certificate of fumigation

In order to prevent bacteria, mold, and termites when exporting goods, each shipment of wood pulp needs to have a fumigation certificate. A dossier for issuance of a fumigation certificate includes the following documents:

– Sea waybill

– Commercial invoice

– Detailed list of goods list

Usually, this is usually done at the port and the fumigation time is 24 hours before the ship runs, so businesses need to calculate the Cut Off time of the shipping line to not drop the ship.

Customs procedures

Requirements for customs declaration documents:

– Sale contract

– Commercial invoice

– Goods packing slip

– Bill of lading

– Booking

The process is as follows:

Step 1: Enter the shipment information into the customs declaration software (ECUS), transmit the declaration and get the threading response.

Step 2: Bring the dossier to the customs office to register (in case the shipment is classified into yellow or red channel)

Step 3: Clearance of the shipment, liquidation of the customs declaration.

At this step, the procedure for exporting wood pulp has been completed.
