Procedures for exporting natural wood furniture in Vietnam

Wooden furniture is a commodity with great export potential and plays an important role in the country’s export growth.

In order to properly determine the import policies and procedures, it is necessary to first determine the HS code of the item.

HS CODE

HS Codes of wooden furniture in Chapter 94 – FURNITURE; Bedding, Mattresses, Mattress Frames, Mattresses and Similar Stuffing Articles; LAMPS AND LAMPSETS, NOT DETAILED OR OTHER ELSE; Illuminated SIGNS, Illuminated Nameplates, and the like; COMBINED HOUSE

Heading 9403 – Other furniture and parts thereof.

Depending on the type of wood used to make furniture as well as the purpose and use of the product, there will be specific HS codes.

Export tax on natural wood furniture

Based on the HS code of the actual exported item, the enterprise can look up the taxes payable for this item.

PROCEDURES FOR EXPORTING NATURAL WOOD FURNITURE

Step 1: Check if the type of wood for furniture that your ENTERPRISE intends to export belongs to (part H of Notice 296/TB-CTVN-HTQT announcing the list of wild plants in the CITES Appendix)

– If Timber is in CITES Appendix: need CITES Export License issued by Vietnam CITES Management Authority.

– If the Wood is not included in the CITES Appendix:

+ Wood shipments to EU market: need FLEGT license;

+ Wood shipments exported to markets outside the EU:

++ In case the timber owner is a Group I enterprise: a list of exported timber made by the timber owner is required.

++ In case the timber owner is not a Group I enterprise: a list of exported timber made by the timber owner with certification from the local Forest Protection Department is required.

Step 2: Make a legal forest product dossier

According to Circular 27/2018/TT-BNNPTNT dated November 16, 2018 replacing Circular 01/2012/TT-BNNPTNT stipulating: For items such as tables, chairs, beds, cabinets made from natural wood However, enterprises need to prepare full customs documents and legal forest product documents.

If timber is purchased from a wood processing plant in Vietnam, the enterprise needs to submit:
Sales invoices according to regulations of the Ministry of Finance
The list of forest products is verified by the local forest protection agency.
If a business buys wood to produce furniture from farmers, it needs to prepare:
The list of forest products has been certified by that locality.
If the enterprise uses wood imported from abroad, the required documents include:
Declaration when importing raw wood.
Certificate of forest products from the forest protection agency.

Step 3: Carry out plant quarantine registration procedures:

Requirement: Documents needed to transmit PQS (PLANTS PLANTS)
Commercial contract, purchase and sale of goods
Bill of Lading (provided after the vessel runs)
Enter the shipment data of wooden furniture, then export the PQS application from the PQS software to send to the goods owner for signature and stamp.

Then, bring the dossier to the plant quarantine sub-department to register for quarantine so that the sub-department can check the validity of the dossier.

Step 4: Open the customs declaration

Requirements for customs declaration documents:

– Sale contract

– Commercial invoice

– Goods packing slip

– Booking

Enter natural rubber shipment information into the customs declaration software (ECUS), transmit the declaration and get the threading response.

Step 5: Bring the dossier to the customs office to register (in case the shipment is classified into yellow or red channel)

Step 6: Take a sample of PLANTS, fumigate and issue a certificate of PLANTS, a certificate of fumigation.

Quarantine agency conducts sampling for PLANT CHECKLIST at warehouses, ports – where consignments are awaiting export.

After taking the PHARMACOLOGY sample, fumigate the shipment of wooden furniture (by heat fumigation method) (requirement: bill of lading)

The time to issue a Phytosanitary Certificate for the consignment is within 24 hours from the beginning of the quarantine.
Time to issue fumigation certificate is from 1-2 days from the time of spraying.

Step 7: Print the declaration, barcode, delivery order, contact the port to receive the goods. Clearance of shipments, liquidation of export customs clearance declarations.
