Procedures for exporting corn (maize)

Corn is a very popular source of nutritious food in many countries. In recent years, corn export output in Vietnam has always tended to increase thanks to the increasing demand for corn in the world.

According to the law on foreign trade management, Decree 69/2018/ND-CP stipulates that corn is not on the list of goods banned from export.

Therefore, when exporting corn, enterprises only need to fully comply with the provisions of the law to be able to export corn to foreign markets.

Pursuant to Article 1 of Circular 30/2014/TT-BNNPTNT dated September 5, 2014 of the Ministry of Agriculture and Rural Development, vegetables and fruits on the List of objects subject to plant quarantine: Maize is a Since products are of plant origin, we need to do plant quarantine for each export shipment.

PROCEDURES FOR EXPORTING CORN (LEFT)

Step 1: Complete the plant quarantine registration procedures:

Request:
Commercial contract, purchase and sale of goods
Bill of Lading (provided after the vessel runs)
Import the shipment data, then export the Phytosanitary application form from PQS software to send to the shipper to sign and stamp.

Then, bring the dossier to the Plant Quarantine Sub-department for quarantine registration for the Sub-department to check the validity of the dossier.

Step 2: Open the customs declaration

Requirements for customs declaration documents:

– Sale contract

– Commercial invoice

– Goods packing slip

– Booking

Enter the shipment information into the customs declaration software (ECUS), transmit the declaration and get the threading response.

Step 3: Bring the dossier to the customs office to register (in case the shipment is classified into yellow or red channel)

Step 4: Take samples of Phytosanitary and fumigation (if any) and issue a Certificate of Phytosanitary and Fumigation.

The quarantine agency conducts sampling for Plant Quarantine at the warehouse, port – where the shipment is awaiting export.

After sampling Phytosanitary, fumigation for shipment (requirement: bill of lading)

The time to issue a Phytosanitary Certificate for the consignment is within 24 hours from the beginning of the quarantine.
Time to issue fumigation certificate is from 1-2 days from the time of spraying.
Step 5: Clearance of the shipment, liquidation of the export customs clearance declaration.
