Legal grounds

Health Certificate (HC)

Phytosanitary cassava

Plant quarantine is the management of the State and functional agencies to prevent pests, harmful microorganisms and dangerous weeds. … As for export goods, quarantine is similar to a travel permit to ensure eligibility to move abroad.

According to current regulations, cassava chips and tapioca starch used as food for export must be quarantined by Vietnamese competent authorities at the request of the importing party. Therefore, if the importing partner requests, when carrying out procedures for cassava export, the unit needs to apply for a phytosanitary certificate.

Phytosanitary Certificate: This certificate is issued by the Plant Protection Department under the Ministry of Agriculture and Rural Development. The purpose of this paper is to certify that cassava flour products are free of pathogens and hazards that spread between Vietnam and your country. At the same time, confirm that the goods are in compliance with the phytosanitary regulations of the importing side.

– 2 grams PH3/m3/ 3 days at 20-30oC

– 3 grams PH3/m3/ 3 days at below 20oC

Particularly for some insect species with high resistance to drugs such as: Rhizopertha dominica, Liposcelis sp., Cryptolestes sp., etc., the dose and time used for fumigation are: 4g PH3/ m3/ 7-10 days .

Certificate of C/O – Certificate of Origin

For export goods owners, the application for C/O is only in accordance with the provisions of the contract with foreign buyers. As for foreign buyers, the most important factor is a valid C/O that will help businesses enjoy import tax incentives.

For enterprises applying for C/O for the first time, they must have a Trader Profile Registration and a C/O application.

C/O issuers include: Vietnam Chamber of Commerce and Industry and authorized agencies.

The time limit for issuance of C/O is not more than 03 working days from the time of receipt of complete and valid dossier.

About packaging and labels

The outer packaging must clearly state the origin, processing enterprise, date of manufacture, purpose of use (for food or for industrial use). Must not be packaged and shipped with other items.

Customs dossier for export of cassava chips
